Okay yeah, that reading makes more sense.
However, we've already seen that the AGE System can design crap for machines not connected to it, such as the Diva, so the Gundam AGE-1 FLAT really wouldn't be exempted from it. That said there's nothing preventing the Zefuld Launcher having been constructed by the AGE System between generations 1 and 2.
