If that figure is from the linked article, it is an estimate of the casualties resulting from "a series of simultaneous earthquakes in the Tokai, Tonankai and Nankai regions located along the Nankai Trough, where it is feared another earthquake will soon take place."
I was wondering more about the effects of an eruption without the additional earthquakes.
