Lyon reasons, that since there's no official owner then he'd claim responsibility for it. This becomes something of an issue because IS are supposed to be governed on an international scale. However, the disturbance caused is averted when the Americans are told ISA is neutral territory. Causing an uproar over something which isn't "really" theirs is something that the ISA officials would not allow. leaving the gospel's true ownership, vague.

Or something like that?
