I'm thinking the same, mostly because Shougo is seen reading 1984. It could also explains why they're taking over influential avatar on the net. This is a good way to slowly rally people to their cause.
My other long-standing speculation is that Akane's CC will rise so high she will be forced to become an enforcer by the end of the anime (that will be after everyone else has been killed for maximum despair, of course).
