Well, I think that's mostly because at that point there's no real functional difference from any other siblings, unless you make it a special plot point for some reason. What seems to be more fun as a plot point is when the twins look similar but have opposing personalities (like the Hiiragi twins (Lucky Star) -- who are fraternal, but still look similar enough so you can tell).
