I would think Raile means promo from within Newtype itself... like the time Sheryl went from 6-8 to #1 and Ranka came from out of the top ten to #2 it was because of a big story on the first movie.
Sheryl will probably come back in after the lesser 3 K-ON girls exit, did Newtype run a bit K-ON story in the last couple of months? Seems weird that they went top 5 considering the second season has been on for nearly 5 months already..
