Meh, it's also a political decision in that there were quite a bit of conflicts between the ROKMC and ROKAF over who will support the airspace in the ROKMC area of operations, and the large ROKMC societies (of which I'm part of one due to my beloved having been a ROKMC) pushing for an expanded role for the ROKMC.
