i second Speed Grapher: lots of blood and psychoness with a nice and sweet romance next to all the craziness
Suzuka is not really a action anime but it is a damn good romance anime, the manga is even better
Kaze no Stigma is a pretty entertaining action romance, i love it when the Male lead teases the female lead because he know she likes him
Ruruoni Kenshin and OVAs, one of my favorite stories, romance and action is nicely done
the lovey dovey stuff is pretty rare in action shounens
