I may be a bit biased since Sawashiro is my favorite voice actor ever, but I'm pretty sure she's going for an understated, more subtle performance. Whether that succeeds or not is a different question, but honestly "power" is the last thing I'd expect out of Kurapika's voice in this scene. The whole episode feels like he's one step away from breaking down.
