Another idea. How about M being a mentor-like character to Gaim? It may be like this: M betrays Phantom Task and became a fugitive. And since she's a terrorist, the world's governments are also after her. Then by accident she stumbled upon Gaim, then some sh*t happens, and they become allies, all while she didn't know that he's her nephew.
