You only need one side been being badly beaten by new technology, i.e. if somebody invents a functional
MASER you could potentialy disable ANY aircraft and naval vessel at several kilometers of distance. So even an small army could humiliate a bigger army, then only a EMP attack might disable the enemy weapons (maybe not, you only needed adequate grounding to render such attack useless) but they would try nonetheless.
