Exactly. FMP aside, the only other time I can recall something like this is in GitS: SAC, in the endgame, with Section Nine against the Umibozu (aka JMSDF SEAL equivalents), what with the Umibozu CO being a badass who countered every single play Section Nine threw at him. (With the exception of the Tachikoma's sacrifice, which to be fair nobody could have reasonably expected.)
Also, looking at the escort team for Rabbitfoot, the camo pattern looks to be the Navy's AOR I instead of the Marine Corps' MARPAT, which would suggest that these are Navy Shore Patrol or Masters at Arms, rather than Marines (also IIRC marines don't use that particular type of shirt).
