TBF assassinating the pime minister is likely a heck of lot harder than finding a Nightraid member, dudes likely surrounded by an army of his best soldiers. With Night raid though still difficult you probably have decent chance setting up spes in all major cities I mean it's not like they weren't discovered in a transistin stage before.
