I'm sure that was the whole idea why Butei students would band up to take on quests, even outside of Aria and Kinji's strange circumstances. Think of it as a dungeon quest, needing you + 4 or even 24 of your best friends. The fact that Butei specialists also have classes with students in other specialties shows that some emphasis has been given for students to continue interacting with each other, as they have to take a multidisciplinary approach to zenryu zenkai.

I can't decide who to include in the A-Team for muscles: tsundere pirate wolfgirl (not that good with muscles), or genki Ms. Hyde (1 person solves the problem, but has trouble with the moe archetypes)! Both of them will eventually appear, just in which order and frequency of appearance. Shall we have a vote? Who would you rather have?

As per your question I'm always partial to wolfgirls.
Judging from the novel translations, Butei do form teams in their second year though there could be informal teams before then.

This is because...when Butei High students reach their second year, they have to form and register themselves as 2~8 man teams before the end of September.
An unexpected important result of this team system is that, the registered teams will in turn, be registered in the IADA(International Armed Detectives Association)
Normally, Butei will move in those teams as units, fulfilling the activity. Even if they split up later due to their own goals, the mutual co-operation in that team takes precedence over entire organizational relationship--this is also laid down in International Butei Law.
There are no firm criteria, but normally, teams will be either assault teams, logistics teams, communications teams, or mixed teams etc., completely different types and fields. As a result, different teams will work together.
Using an army analogy, it would be like the image of sections coming together to form a platoon.
Therefore, this isn't something like the normal high school relationships, where getting along well is the focus, but a team formed with tactics and strategy taken into account.
