I think she may be there to bring Emiru back, but it's possible that she'll catch wind of Kido's story, take personal interest in it, and start involving herself as well.

Anyway, I'm glad we're finally starting to get some backstory for Emiru. Even if we know her personality quite well now, we know nothing about her past.
