Rou really didn't want to do it that way but he needed his followers satisfied so he allowed them to rape the elves ONLY after they gave in to the drugs, just look at his reaction when the former leader and his followers attempt to rape some of the other girls
I think he stops with the drugs entirely after a certain point in the story because willing is better
Forgiveness is nice, But utterly Naive in the situation that was placed on him
If he let them go, they would just come back and kill his followers
If he just took them prisoner they would plot escape attempts and kill people in the attempts and his followers would be unsatisfied
If he killed them all his followers would be unsatisfied and would eventually revolt
If he Drugs them his followers will eventually be happy and the elves would not escape because they are too busy fighting drugs
It is a situation that has no Clear right moral answer, so he just took the option that was in his groups best interest
