Now that is a VERY good setup.
You could easily have them be a "couple" without actually having them as one. Much like Nanoha and Fate have in the series, there could be a closeness to them that would imply a romantic involvement but it isn't actually clear. On a busy day, Vivio might go to Yuuno's house to escape the "hustle and bustle" of her home life. Read books together, talk about something, ect.
Also I could see them going on "dates" as well. Vivio and Yuuno would love to talk and discuss things going on, and I'm sure Vivio would turn to him for help on any school project she has to do. While others see it as the two getting together and going out to eat on a date, they could see it as "a night well spent with someone who actually understands what I want to talk about" and such.

The possibilities there are just about endless. misunderstandings often lead to the people who are misunderstood to take a step back and look at each other. That alone could make Vivio realize "what she wants" in a boyfriend, and then realize that she isn't getting that from the people her own age. Although she wouldn't instantly turn to Yuuno as a boyfriend, she most definetly would spend more time with him because "that's what makes her happy". In turn, the outsiders like Nanoha, Chrono, ect, would see it as a small cause for alarm that Vivio isn't living her "normal teenage life".
You could dance around it, without squicking any, for multiple chapters
