... She can only control her own body temperature and it only works so effective inside a extreme cold/hot enviroment. This is the reason, why Shibushi tried to open the "scars" of the building: She wanted to create a hole through which the cold air could flow away. But Kujira stopped it.

In my opinion, this confirms a theory of mine about the differences of Plus and Minus abnormalities:

Plus abnormalities:

1. - affects the users themselves
2. - "enhance"
3. - grow stronger until they start to affect the outside (Oudo, Kurokami (this is how she reforms people, "the End" perfects people around her by taking away their character flaws and strengthen their own abilities!) and now Kujira)

Minus Abnormalities:

1. - affects the enviroment of the users
2. - "distructive"
3. - grow stronger until they destroy the users themselves (just a theory of mine?)
