In the movie sound stage where the materials pop in for an accidental visit, Caro comments she's never seen a magic circle like the one on the return spell. Vivio then comments "It's not a magic circle, it's something they call a formula plate."
So while it could still be magic (at least, I haven't found a straight yes or no yet) it at the very least is used in a different way from the usual magic.
Personally, I find it more similar to the cyborg's IS powers. Looks similar to magic, but uses a different energy. Which'd make sense, given that Amitie and Kyrie are androids, and thus wouldn't posses a linker core.
