An interesting interpretation of this line might be that Koizumi knows that if he attempts to side with the SOS Brigade instead of the Organization, it's going to come back and bite him in the ass. Even if he is made to forget about his promise or is somehow forced to do something that looks like a betrayal, he wants Kyon to remember that he isn't doing it of his own free will.
It might also be a veiled "if something happens to me, can I count on you as well?" request. We've seen "Nagato in distress" before, and Intrigues is partially "Asahina-san in distress", but thus far it's been pretty quiet on the Koizumi front, and in general Kyon seems to be of the opinion that Koizumi can handle anything that comes his way. The above line from volume 7 and the fact that Koizumi has gotten pretty exhausted by volume 9, they may be set-ups for a "Koizumi in distress" arc. That would also give plenty of room to elaborate more on his back story and the workings of the Organization.
And, you know, it'd make the fan girls happy.
