What lavielove meant is, the wind effect somehow 'blurs' Belldandy. What I'd do is, maybe find a larger pic of Belldandy, cos' right now it's quite small and hard to see. Add the fact that the lines from the wind effect somewhat obscures the image, further making her hard to see.
Another point would be to add more objects in the BG. Clouds maybe? This is just my personal rant, but the sky blue also looks a bit dead. Maybe a deeper blue would be nice.
Finally, maybe a simple stroke border would enhance it more.
