As far as I'm aware of,

he is the only one. While there are other magicians in the world who can use disintegration and regeneration since these are only considered basic magic, no one can use those abilities to the utmost extreme in the same manner Tatsuya can. Despite the classification, his abilities with them are so extreme and unique that for all intents and purposes, Tatsuya's "disintegration" and "regeneration" is the one and only in the world.

In Miyuki's case, her spirit freeze is considered an A class natural ability and as rare as it is, there are a few in the world that have her ability. The same can't be said for Tatsuya.

That said, I wouldn't be surprised if there are other abilities that rival Material Burst (the abilities wielded by other War Class Magicians). It's just that I'm fairly sure that Tatsuya is the only with the Material Burst. For example, the only other War Class Magician/Apostle in Japan has a completely different ability that can only be used over the water (rough translation: Deep Abyss?).
