While I feel the West Coast cons (and Animazement) are usually the better places in terms of seiyuus, my bet as to why Otakon gets some good guests involves the fact that:
1. It is one of the biggest anime conventions in the United States;
2. Given the Madoka Magica guest attending the con (Ai Nonaka, three dub actresses, and the just announced Gen Urobuchi), there's a chance that Otakon got some help from Aniplex here in terms of the Madoka Magica-related guests.
As for me, I'd definitely would have something for Ai Nonaka to sign if I do attempt to attend of her autograph sessions.
