Basically, Rin's brother was never a burst linker. Fuuko installed her Brain Burst in her brother's Neuro Linker while Rin was wearing it and due to some reason, the avatar Ash Roller was created alongside with her brother's AI as an observer. Originally Rin was in control of Ash Roller but her brother saw that she had difficulty in controlling the bike(Fuuko mentioned that Rin even can't ride a bicycle) and he took over the avatar, which led to Rin being the observer instead.
Most likely if she was not using her brother's neuro linker when installing, the avatar Ash Roller and its AI would not be created.
