Technically speaking, fire and ice cannot coexist; one must extinguish the other. As it stands, Lelouch's means of changing the world is prevalent over Suzaku's means. Suzaku's means requires order, whereas Lelouch's means are more effective when there is chaos. And chaos is easier to produce than it is to maintain order. Hence, for Suzaku to have any chance of following through on his objective, he must install order, and in doing so, he must end the chaos, which is brought about primarily by Zero/Lelouch. I too believe that Suzaku is a hypocrite, but not in everyone else's sense of the matter; Suzaku is a spoken hypocrite (he says things contrary to his own values/beliefs). However, what he is currently doing is NOT contrary to his belief, but a necessary prerequisite to his goal.
