Can you check something for me, since it seems that the copy of the Rockstar Games Social Club application included with L.A. Noire is now outdated, and it seems to me your copy doesn't seem to prompt you to update it?
If you're running Windows Vista or 7, go to "
Control Panel\All Control Panel Items\Programs and Features", and find "Rockstar Games Social Club". Check the product version, it should be
1.0.9.5. If the RGSC installed on your computer is older than this, or isn't even there, I can send you a link so you can get the updated executables.
