The cheap access of abortion is just the necessity of 1 child policy; if you don't want people to have children, you need to give them the option of following the law.
Uniquely, because they are trying to discourage gender bias selective abortions, the government is trying to ban ultrasounds for the purpose of gender identification.
But people do it anyway because there is money to be made. And this caused the famous gender imbalance. I wonder how they are going in fixing it?
