Oh come on he's just not used to dealing with women in a romantic way. This tens to happen when one has been raised to do nothing but fight a war.
Also going back to my previous post Hero isn't just dumb brawn. He's a military tactic and the only one Maou can trust to be her sword & shield to make sure no one tries to ruin her plans. If she really saw nothing but a dumb caveman in him as you put it then I'm sure she wouldn't have picked him has her partner.
