No, they're certainly not. Their ordinary hotpants are much shorter, see e.g. this Megami pic:
There's no point in suddenly having them wear much longer biker shorts, and what's worse, having them wear skirts *additonally*, which looks just plain awful in combination.
What they *should* have done is either have them wear the short hotpants all the time (with *no* skirts over them, of course), or have them wear the short hotpants ordinarily, and skirts with normal panties otherwise. Or if they must absolutely wear those biker shorts for some stupid reason, have them *only* wear those biker shorts. Wearing skirts on top of those biker shorts looks awfully retarded
