No not really, maybe I was not clear.
He was worried the contract would make him sexually aroused and violate the two girls. Maria said not to worry, Mio will have the power to punish him.
Then he asked why couldn't they use Mio's instead, Maria said Mio's powers are too strong and will fry Tojo on the first offense if she become unhappy.
So the contract went backwards instead.
