I'm not quite sure if it was explained in Railgun, -I seem to remember it being done so, but I could be confusing Index and Railgin- but they have a device called Testament that allows knowledge to be directly fed into the brain. The imoutos are all subject to this treatment to teach them the basics of how to live and fight.
