well, we ve only seen 3 very powerful attacks, but we didnt see the sannin in action (oro vs sarutobi : he lets the 1st and the 2nd ... , jiraiya-poisoned, tsunade-blood )

Id say Gai would definatly give Itachi a run for his money. Its all about who is most effective against who!
Id probably say Gai's speciality is fighting against a sharingan user, since he's had so much practice against kakashi.
Itachi for example would be very, very effective against Orochimaru, as Orochimaru's skills and techniques are very much Jutsu based, were as Gai is a heavy Taijutsu user from what we have seen, and coupled with some gate usage (speculation) he would have a good chance of killing Itachi, but he would also die in the process.
Going on what Itachi said about Jiriaya, the best outcome of that match for Itachi would have been a stalemate (Even with Kisame's help) so i dont think Itachi is all that.
