However... I have pointed that out before... perhaps a plot development would be Houki wanting to train her skills so that she isn't "a bother" anymore and because she's tired of being out-classed by everyone.
My hypothesis for why she sucks at ISes might be somewhat related to her hatred to her sister, who is the CREATOR of the Infinite Stratos, so she might feel some sort of disdain while using em...
