Not really considering how PC OS have to be built around compatibility with variety of hardwares while console can optimize itself based on standard hardware. The key issue is DirectX for the PC which acts as a translator between games and your graphic card while console can bypass using any API because it's all standard hardware especially once developers are proficient enough at building engines that taps directly onto the hardware.

Social integration have never been a resource hog to start with. I wouldn't worry about it bogging the console down. Any latency would probably be due to network issue.

Well, PS2 was very dominant in that generation hence bigger playerbase and more incentive for developer to produce games for it.

I don't think we ll be getting a big jump for this generation since 4k tv doesn't seem like it ll be the standard just yet. Probably the next big jump for console is when 4k display starts becoming industry standard.
