it's all about trusting the system. If you have confidence in it, then you wouldn't show off much criminal coefficient when scanned.

As regard to the victim. How many times have we seen unstable victims causing more harm to the rescue team? A drowning person is hard to console properly. While I fully disagree the system and the way it treats them, it certainly would work *in theory*. Why spend time risking a complication when you can just taze them and leave it? As shown by the "kill-first, ask questions later" attitude in the design of the dominator, the society in Psycho Pass might be less tolerant to crime and more focused on the result, than the one we live in.
