Shu's mom, Ouma Haruka, is one of Sephirah Genomics' top researcher and is quite a workaholic. Because she is such a workaholic, she does not pay enough attention to her son. She only comes home about once a week. Also, there is a high chance that GHQ did not notify her that her son is part of a resistance, since it would distract her from her work.
Back to the topic of the outside forces, if GHQ blew up a plane full of OAU forces, wouldn't that create an even bigger response from OAU to make an all out full scale attack?
