Which is rather odd when you think about it. As both Ichika and Houki have personal IS but aren't considered representative candidates. Even though they likely have higher spec units then Knazaki does.

Well the 2 of them are special cases. Ichika as he only male is being protected just by being enrolled in the academy. Houki is being protected as the little sister of Tabane.
