Agreed.
PIC can be controlled because it's necessary, however AIC was too powerful to be controlled, hence what Eras said: it couldn't be adjusted at all because it's was effectively one and zero with nothing in between, unlike PIC who only reduce inertia partially, AIC diminishes Inertia completely.
