Killian wants constant, non stop terror attacks all day every day. No one would ever get overthrown, no one is going to be invaded or conquered. But you will live in constant fear that today, you will be blown up by a bomb you can't see. And thus you will give Killian all your tax dollars to fight a threat he created himself using YOUR money. This is aided by the Vice President being on his side.

The Ten Rings is just an organisation funding any and all terror attacks globally. Even when many of the groups being funded are enemies of each other. The terror cells have ideology, but Killian does not. The AIM vs Ten Rings is just a puppet show to keep him in power.
