If side characters get more the story will never end, considering the pace at which it unfolds. For some reason Kishimoto didn't want Neji to have a major role after the timeskip, as opposed to characters like Shikamaru, so one chapter is the most he gets now. I guess the author could not find a good role for Neji, or he simply didn't find Neji's character interesting enough. Also he doesn't have any special ability that can be good in relation to Naruto, so for example Kakashi's and Shikamaru's intelligence can augment Naruto's raw power. Then there are Sakura and Hinata who have to be there for a hero in shonen manga. So even if they were not as interesting as Neji they would have a reserved spot because they are the main hero's girls, actually that is what makes them special, so they automatically get more screen time than Neji.
