It isn't only about cuteness, but also demeanor.
In the manga, Elsee was a bit too "chibi/SD"-ed, which doesn't really give her any weight in term of characterization.
Of course, being limited with panels, characterization in a manga is more challenging, but compared to Keima, Elsee never felt that close to something else than a mere "moe blob" and helpless brat in the manga.
Meanwhile, I think the change of design, the animation and the subtle difference in her reactions makes her more devoted. Well it is hard to explain, talk about a vague opinion of mine.
tl;dr: elsee is vastly improved in the anime.
