Oh no, it is about quality, not quantity. The higher the accumulated mass of all the vehicles that ran over you, the higher growth rate is achieved.
That aside i still believe the accident is going to happen - it just isn't KGNE otherwise. Also the lengthy hair ... although one doesn't need to be hit by a car (i think) to grow out their hair, it also indicates a passage of time. Haruka originally has short hair, so it would take quite a bit of time to grow them as long as in the trailer. And we are talking more that a few months here.
