Fate would do whatever it takes to get her mission accomplished, with as much or as little effort as possible. Fate had her weapon right at Nanoha the second time around. (#5) She would not wait for Raising Heart to release the jewel seeds if she was a real killing machine. (There would be no more Nanoha if that were the case).
Killers with remorse or compassion, they might go through with killing only as a last resort.
