No, only the strongest Level 5, Accelerator, should be capable of doing something, but in his current state, no.
Also, the things that can match the magicians is the technology with jet fighters, tanks, etc. Espers are just students with powers, it doesn't help
the leader of Academy City is the greatest magician ever.
