I had a crazy theory that Jubei Yamada from FF2 would fill that void, making him and Raiden a pseudo Choi and Chang. Though that extra slot will probably be one of the others you mentioned.

Pretty sure that last team spot is reserved for him. I'm betting Kula and Maxima will be his teammates, with Whip showing up in the ending/cutscenes.
