If I recall regulations, train operators are required to be off work for eight hours after a certain period of working. Sometimes they have a repalcement sent to keep the train moving, and sometimes they don't...depending on where the engineer was forced to stop by union rules.
The other train should have been informed by the signals that there was another train in the block unless there were switches set wrong. If there was even a second track to begin with.
