if lulu really is keeping kallen out of the plan to protect her (from the consequences of his actions as the worlds biggest douchbag)
then having her drawn into it might make him think twice about pulling it off (more so if the plan is to take down the democles from the inside with a fryia
if he is having problems with nunnaly being there
then having both nunnaly AND kallen there makes it all the harder
