Yes, since it is a Perk, it does
nothing until it is at 100%. The moneyed alternative is to work an incremental skill such as Repair first, then once it hits 100% you swap it to BiA and then restart the incremental skill training.
If you do that for the 20K credits/90% XP option, you have to wait until the second skill is around 40% (IIRC) to keep the first skill at 100% when you do it.
Or pay WG money.
