Well, as far as I know, Jugement is a gun. An innocence-magic one, but still it's a weapon. If you take Kanda's Mugen, you won't be able to activate it and use its techniques, but it's still a katana so it might be able to cut someone.
What I find more ironic, it's to get injured/killed by something you relied on to fight and survive in battles against akumas. Taken down by your own side, what a shape of gray !
