Yanagi Joe is a professional artist, I don't know if he/she was commissioned to create these KMF's for an official project or not, but I certainly wouldn't mind if these designs were part of the new "spin-off" project manga for the new Gaiden called "KMF Variation."
Of course they could just be Yanagi Joe's personal creations as a fan of Geass.
There's not enough info online for me to find out so I had to assume it's nothing more than fan art right now.
However, that said the new KMF Variation manga ought to be interesting.
It's similar to what we've seen done with Gundam over the years.
